Tri-County Transmission Upgrade Project Bundle Overview

As the Maryland and Mid-Atlantic region’s electricity demands continue to grow, straining the regional grid, PJM interconnection LLC, the organization responsible for safety and reliability of the regional electric transmission system, has directed BGE to evaluate and upgrade parts of the electric transmission system in BGE’s service area.

These system upgrades are necessary to maintain electric reliability and resiliency for customers throughout the Mid-Atlantic region as current infrastructure will not withstand rising electric demand. This work, referred to as the Tri-County Bundle, consists of multiple individual projects in various stages of permitting, design and execution. Those projects include:

  • Conastone to Northwest Reconductoring Project 24 miles of reconductoring upgrades to an existing transmission line in Northern Baltimore County,
  • Lieb Road An additional 1.6-mile transmission line will be constructed to be capable of holding a larger electrical capacity near the Maryland/Pennsylvania border,
  • Maryland Line to High Ridge Construction of a new 500kV transmission line along 59 miles of BGE’s existing right-of-way from the Maryland/Pennsylvania border to the High Ridge Substation near Laurel, MD,
  • Graceton to Manor Reliability Upgrade Partial rebuild of the existing electrical transmission line that runs from the Graceton Substation to the Pennsylvania/Maryland state line in Northern Harford County.
  • High Ridge Expanding the BGE High Ridge Substation on existing BGE property.

The construction on the Conastone to Northwest Reconductoring Project is estimated to begin in Fall 2025. The complete Tri-County Bundle is expected to take approximately 5 years to complete and will cross Howard, Baltimore, and Harford Counties. The Tri-County Bundle of projects are designed to utilize BGE’s existing rights of way. BGE will complete this project effectively, with a focus on cost effectiveness, and customer service.

Construction Activity

Beginning on Tuesday, October 21, BGE will fly helicopter flights along the route of its ongoing Conastone to Northwest Reconductoring Project to address an emergent concern.

The helicopter flights will take place on the week of October 20th weather permitting. The week of October 27th may be used if we encounter weather delays.

Here’s What to Expect

While design work is underway, you may see additional foot traffic on the BGE right-of-way. As part
of the design criteria for future construction, BGE is performing survey work and staking along the
existing BGE right-of-way. Our intention is to document the existing conditions so we may accurately
reflect the property boundaries.
