Project Overview
The Conastone to Northwest Reliability Upgrade project involves the reconductoring of two 230kV circuits along an approximately 24-mile stretch through Northern Baltimore County and Harford County, from the Conastone Substation to the Northwest Substation.
This work includes the upgrade of two overhead lines, the replacement of six existing structures, and the addition of two new structures. Additionally, there will be 13 foundation reinforcements, 16 foundation repairs, and numerous steel reinforcements to existing lattice towers. Terminal equipment at the Conastone Substation will also undergo necessary upgrades. BGE has identified a potential need to use helicopter flights to complete a portion or portions of this work in 2026. More information will be provided as it becomes available. Construction for this project began in August 2025.
Construction Activity
Beginning on Tuesday, October 21, BGE will fly helicopter flights along the route of its ongoing Conastone to Northwest Reconductoring Project to address an emergent concern.
The helicopter flights will take place on the week of October 20th weather permitting. The week of October 27th may be used if we encounter weather delays.

Beginning on the week of 9/15 you will see BGE authorized contractors strengthening the foundations of existing structures along the Conastone to NW route. BGE anticipates using bucket trucks, bulldozers, concrete trucks, and other equipment to complete this work. Crews typically work Monday through Friday from approximately 7am to 5pm. Occasional evening and weekend work may be needed on a case-by-case basis. Foundation construction will begin at the northern and southern ends of the route and crews will work towards the middle.
