Project Overview

The Lieb Road Transmission Upgrade Project involves rebuilding a section of the existing 230kV transmission line in northern Baltimore County and installing an additional 500kV transmission line to maintain the stability of the transmission grid. This project will span 1.5 miles starting at the Maryland-Pennsylvania line, heading south, entirely located on existing BGE right-of-way. PJM has directed BGE to complete this project by June 2027.

Permitting

One of the permits required for the Lieb Road Project is called a Certificate of Public Convenience and Necessity (CPCN). BGE has recently submitted its CPCN application with the Maryland Public Service Commission (PSC), a state agency that regulates public utilities like BGE, which the PSC has docketed as Case No. 9882. BGE’s CPCN application includes extensive information related to the Project and is available to you electronically on the PSC’s website at: https://webpscxb.pscmaryland.com/DMS/case/9882.

Hard copies of the CPCN application will also be available for reviewing at the following public libraries:

The PSC provides opportunities for public comments in the CPCN process, as well as the opportunity to seek to intervene as party in the CPCN proceeding. The PSC has sent Friday, July 17, 2026, as the deadline for persons to file petitions to intervene in this case.
